What is a Community Redevelopment Agency?

What is a Community Redevelopment Agency?

In Florida, local governments can create a Community Redevelopment Agency (CRA) to help improve areas with problems such as run-down buildings, poor roads or too little affordable housing.

Its board guides that work: choosing priorities and deciding how redevelopment money is spent within an approved plan. The goal is to improve conditions for people living and working in those areas.

This meeting date has passed. This briefing describes agenda proposals, not the meeting’s outcome.

Item 1 of 9

Boys & Girls Clubs seeks $372,166 grant for their Millville facility

The redevelopment board would decide how much to award for site preparation at 265 Everitt Avenue. Staff recommend at least $100,000 and up to the full request.

The Community Redevelopment Agency (CRA) Board is being asked to approve and authorize a grant agreement with Boys & Girls Clubs of Bay County (Search Sunbiz) for demolition and “site preparation” work at 265 Everitt Avenue in the Millville CRA District, with the award amount set by the Board up to $372,166. Staff describes the overall redevelopment as an approximately $2.85 million project to restore a Hurricane Michael-damaged facility, expand program space, restore the gymnasium, and add educational and recreational space; staff also says the project is anticipated to create four full-time equivalent positions.

Staff explains that the CRA’s Redevelopment Site Preparation (RSP) Grant Program generally caps awards at 20% of eligible project costs with a standard maximum award of $100,000, but allows larger awards case-by-case for projects with exceptional community benefit. The Boys & Girls Clubs application lists $372,166 in eligible site-prep costs (such as demolition, debris removal, grading, environmental work, and permit/impact fees) and requests the full amount, using reimbursement (the organization pays first and requests repayment). Staff says $600,000 is budgeted for Millville CRA grants in fiscal year 2026–2027, and that awarding the full request would leave $227,834 for other grants that year.

The CRA Board is being asked to decide whether to approve an RSP grant agreement for eligible demolition and site preparation work at 265 Everitt Avenue, and to set the final award amount (up to $372,166). Staff recommends approving the application for an amount not less than $100,000 and up to the full requested amount, saying an award above the standard $100,000 cap is reasonably supported because of the project scope and expected Millville community benefit.

What does the RSP grant program normally allow, and why is this request above the usual cap?

Staff says the program generally limits an award to 20% of total eligible project cost, with a standard maximum of $100,000, but allows the CRA Board to approve higher awards case-by-case for projects with exceptional community benefit. In this application, staff calculates 20% of the applicant’s listed eligible costs as $74,433.20, while the applicant is requesting the full $372,166.

If the grant agreement is approved, what are key limits and deadlines described in the draft agreement?

The draft agreement says grant funds cannot pay for new construction or rehabilitation costs, and the recipient must complete funded demolition and site preparation work within six months of the agreement’s effective date unless extended by the CRA Board. It also states the CRA’s funding obligation ends one year after the effective date unless extended, and any portion not requested for reimbursement by then is forfeited.

Angel’s Place of Bay County LLC seeks $35,360.92 grant for St. Andrews property

The request would reimburse land preparation and fees at 2509 W. 13th Street, where the applicant plans four additional townhomes.

The Community Redevelopment Agency (CRA) Board is being asked to approve a Redevelopment Site Preparation (RSP) grant for Angel’s Place of Bay County LLC (Search Sunbiz) for a property at 2509 W. 13th St in the St. Andrews CRA District. The grant amount would be set by the Board, up to $35,360.92, and would reimburse the applicant for eligible site preparation costs the applicant listed in its application, including site clearing/grading, permit fees, and impact fees. Staff’s memo says the applicant’s proposed Phase II residential redevelopment is estimated at $948,839 and would add four townhome units.

Staff notes that the RSP program guidelines generally say awards should not exceed 20% of the total eligible project cost, and staff’s memo calculates 20% of the eligible costs listed on the application as $7,072.18, while also stating the applicant is requesting the full $35,360.92. Even with that guideline calculation, staff recommends approving the full $35,360.92 and authorizing execution of the grant agreement. Staff also reports that for fiscal year 2027, the CRA Board allocated $425,000 for grant funding in the St. Andrews district and that the full allocation is currently available; staff estimates that approving the request at the full amount would leave $389,639.08 for other grants this fiscal year.

The CRA Board is being asked to decide whether to approve an RSP grant to Angel’s Place of Bay County LLC (Search Sunbiz) for the 2509 W. 13th St property, and to authorize signing a grant agreement, with the award amount set by the Board up to $35,360.92. CRA staff recommends approving a $35,360.92 grant and authorizing execution of the agreement, stating it would be consistent with the RSP Grant Program and that FY2027 St. Andrews grant funds are budgeted and currently available.

Jenks & Oak , LLC seeks $192,000 grant to prepare 402 Jenks Avenue for redevelopment

Staff say earlier grants have exceeded the downtown program’s budget, so a new award would require transferring money from another account.

The CRA Board is being asked to set a grant amount (if any) and authorize signing a Redevelopment Site Preparation (RSP) Grant Agreement with Jenks & Oak, LLC (Search Sunbiz) for work at 402 Jenks Avenue (Parcel 19595-000-000) in the Downtown Community Redevelopment Agency (CRA) district. The request is for reimbursement of up to $192,000 in eligible site preparation costs tied to a larger commercial redevelopment the applicant estimates at $740,000, which the applicant says includes four commercial units.

Staff’s write-up explains that the RSP Grant Program was approved earlier in 2026 and includes limits: awards generally are not supposed to exceed 20% of eligible project costs and typically top out at $100,000 unless the CRA Board finds “exceptional community benefit” and approves more. Staff also notes the CRA’s FY2027 Downtown grant funding allocation is $200,000, but $220,000 has already been awarded, so there is currently no allocated funding left for this application. Staff says approving any award would require a budget transfer for the amount the Board approves. The draft grant agreement attached to the agenda item describes what kinds of costs are eligible and ineligible and sets timelines and consequences, such as forfeiting unclaimed reimbursement after a deadline and potential repayment provisions if redevelopment does not proceed as required under the program guidelines.

The CRA Board is being asked to decide whether to approve an RSP grant for Jenks & Oak, LLC (Search Sunbiz) for the 402 Jenks Avenue property, and if so, what award amount to set (up to $192,000) and to authorize execution of the grant agreement. Staff recommends the Board provide direction on the award amount and approve the grant and agreement consistent with the RSP program requirements, while warning that the Downtown FY2027 allocation is already exceeded and any award would require a budget transfer.

Jenks & Oak, LLC seeks up to $129,852.91 in tax rebates for 402 Jenks Avenue renovation project

Payments would come from future increases in property-tax revenue from the project and last no more than 15 years.

The Community Redevelopment Agency (CRA) board is being asked to approve Jenks & Oak, LLC’s application for the Panama City Tax Increment Rebate Program for 402 Jenks Avenue (Parcel ID 19595-000-000) in the Downtown CRA District, and to authorize signing a performance agreement for the project. Staff says it reviewed the application for completeness and that the CRA Executive Director evaluated it and recommends a rebate award rate of 90% of eligible project costs, with a total award cap not to exceed $15,431,721.01 and a term not to exceed 15 years.

In the application materials, the project is described as a multifamily mixed-use development of up to 227 residential units, plus ground-floor commercial and live/work space. Staff says the rebate payments would not come from today’s budget; instead, annual rebate amounts would be paid from future tax-increment funds generated by the project’s increased tax revenue as those funds are received. The draft performance agreement in the packet also describes ongoing requirements for the award recipient, including paying annual taxes and submitting an annual request to receive the rebate payment.

The CRA board is being asked to decide whether to approve the Tax Increment Rebate Program application for 300 Luverne Avenue and authorize execution of a performance agreement. The CRA Executive Director recommends approval at a 90% award rate, capped at $15,431,721.01 over no more than 15 years, because staff found the application met program criteria and the project includes mixed use and CRA-desired improvements.

Business improvement grants could expand beyond Millville district into other CRA districts

Eligible commercial properties in Panama City’s other redevelopment districts could seek up to $15,000, subject to funding allocated for each district.

The CRA board is being asked to approve an amended Commercial Property Improvement (CPI) Grant Program that would expand where the program can be used. Staff says the CRA first approved the program for the Millville CRA District in December 2025, originally focusing on commercial properties along the U.S. 98 / East 5th Street corridor, and later expanded it within Millville in June 2026. The new proposed amendment would make the program available to eligible commercial properties in all Panama City CRA districts, with the amount of money available decided separately for each district through the annual budget process.

If approved as written, the program would continue to offer grants of up to $15,000 per eligible property, but only when funding is available and the applicant meets the program rules. The attached guidelines explain the basic rules: the grants are for exterior work people can see from public areas (such as paint, façade improvements, signage, lighting, landscaping, or parking-lot/sidewalk upgrades), not interior renovations. The guidelines also describe how the CRA would pay—either reimbursing the applicant after work is finished and documented, or paying vendors directly after completion and verification—and require the improvements to be kept up for at least three years after final payment or reimbursement.

The CRA board is being asked to approve amended CPI grant guidelines that expand the program from the Millville CRA District to all Panama City CRA districts. Staff recommends approval so properties in any CRA district can apply for up to $15,000 per property when that district has money allocated for the program in the applicable fiscal year.

CRA Board considers $67,215 to design 16th Street sidewalks in The Hill neighborhood

The proposal covers surveys and design from Frankford Avenue to Lisenby Avenue, plus an application for Safe Routes to School construction funding.

The Community Redevelopment Agency (CRA) is being asked to approve a $67,215 task order with Panhandle Engineering, Inc. (Search Sunbiz) to survey and design a sidewalk project on West 16th Street, from Frankford Avenue to Lisenby Avenue, including a connection along Lincoln Avenue near Rising Leaders Academy. Staff says the goal is better pedestrian connections and a safer walking route for students and nearby residents within the St. Andrews CRA District East Expansion Area.

If approved, the contract would cover $11,500 for surveying and $55,715 for design. Staff says the planned design would include a five-foot-wide sidewalk plus items like pedestrian crossings, signage, drainage accommodations, Americans with Disabilities Act (ADA) accessibility improvements, driveway replacements, and erosion control. Staff also asks for authorization to pursue Florida Department of Transportation (FDOT) Safe Routes to School (SRTS) grant funding for construction; staff says Panhandle would prepare and submit the grant application at no extra cost. Staff lists a preliminary construction estimate of about $464,299 and notes that the SRTS program does not require a local match, so applying for the grant would not commit the CRA to provide matching construction dollars.

The CRA is being asked to decide whether to approve and authorize execution of a $67,215 task order with Panhandle Engineering, Inc. (Search Sunbiz) for survey and design of the 16th Street Sidewalk Project and whether to authorize staff to pursue FDOT Safe Routes to School grant funding. Staff recommends approving both actions so design can move forward and staff can seek grant funding for construction.

Report reviews $96,747 effort to train local developers

The program included lectures, a workshop and a five-week course near Glenwood and Martin Luther King Jr. Boulevard. Participants plan to continue meeting independently.

This agenda item is a summary report on the Downtown North Community Redevelopment Agency (CRA) “Incremental Development” (IncDev) Small-Scale Development Initiative. Staff reports the CRA invested $96,747 in a series of trainings and follow-up meetups aimed at building local development skills in and around the Glenwood/MLK area, starting with an introductory lecture and moving to workshops, a five-week Boot Camp, and monthly Meet-Ups.

The report also describes early results the program says it is seeing. Staff says participants are forming a locally led “Panama City IncDev” group, plan to continue monthly Meet-Ups independently starting October 20, 2026 at the Newberry Building, and are working on a local website expected to launch in October 2026 that would cross-promote the CRA’s SPARK program. As an example of how the training could translate into real projects, the report highlights a participant-owned concept for mixed-use redevelopment along Magnolia Avenue, but it emphasizes the concept has not received City or CRA approval and should not be read as a permitted, funded, or finalized project.

The CRA Board is being asked to receive a summary report on the IncDev initiative, including reported participation, spending ($96,747), and what staff describes as next steps as the program transitions from CRA-managed programming to participant-led continuation. Staff also states its role would shift to normal redevelopment-support functions while helping connect the group to resources and the Board when appropriate.
